Modifier 51: Multiple procedures
When it is appropriate
Append modifier 51 to identify additional procedures, other than the primary procedure, performed on the same patient at the same session by the same provider, so the payer can apply its standard multiple procedure payment reduction correctly.
When it is not appropriate
Do not use 51 on add-on codes or codes that are already exempt from the multiple procedure reduction, and do not use it in place of a modifier that is actually needed to bypass an NCCI PTP bundling edit.
CMS preference
51 governs payment reduction for multiple procedures and is not one of the modifiers CMS lists as able to bypass an NCCI PTP edit; if the real issue is a bundling denial, look to 59, an X modifier, or another PTP-associated modifier instead.
